Commission Delegated Regulation (EU) …/... of 17.12.2019 supplementing Regulation (EU) 2016/429 of the European Parliament and of the Council as regards rules for surveillance, eradication programmes, and disease-free status for certain listed and emerging diseases.
Intended results
Oppose the Delegated Regulation proposal for a 30-day pre/post-movement test for TB for all animals from herds that are over six months tested for within member state movements in order for herds to maintain a TB free status.
The proposed Regulation must be amended at this critical stage of the process by applying the pre-movement test criteria only in herds that are over 12 months tested as opposed to the proposed 6 months for within member state movements.
This amendment maintains the pre-movement 30-day test requirement for intra-community trade while removing the unscientific and anti-competitive requirement for internal member state movements.
The Regulation is currently with Parliament and Council until 19th February for final amendments/changes. The committee responsible is Comm AGRI.
Irish farmers are currently actively involved with DAFM in developing a programme to eradicate TB by 2030. Allowing this unnecessary and unscientific measure be imposed on Irish farmers will severely impede efforts to eradicate TB in the country.
Amendment necessary to ANNEXES of this Regulation which must be applied for internal Member State movements of animals to resolve this critical issue for Irish farmers and provide for a better and more scientifically based Regulation which is consistent with a risk-based approach to dealing with Mycobacterium tuberculosis complex (TB)
This is a critical issue for Irish farmers, which, if not addressed will severely impact on our ability to competitively market our animals while jeopardising the future viability of our livestock marts and the viability of our vital live export trade.
