Support for innovation and new thinking will be key to accelerating a GHG emission reductions. The encouragement of innovation will be essential in adopting a flexible, agile and proactive response and to pre-empt economic impacts and to negate any potentially negative societal impacts. The focus on implementation, monitoring and evaluation is an essential element of this and needs to reflect the urgency and responsiveness required. As this will be the framework for implementing and driving forward actions, the establishment of key performance indicators are essential, as is the commitment to ongoing review and updating as conditions change.
