Letter sent on 01/11/2019 by Michael McGivern (Director, Grant Thornton) to the Minister for Finance in relation to seeking improvements to the Key Employee Engagement Programme (“KEEP”) tax regime. Grant Thornton was requested to do so by tax and audit client NDEVOR SYSTEMS LIMITED T/A PHOREST. The letter set out the background to the KEEP regime, perceived deficiencies of the scheme, and Grant Thornton suggestions on how it might be improved upon. The hope was that improvements would be contained in Finance Act 2019; the Finance Bill 2019 proposed limited amendments to the KEEP tax regime and the letter proposed further KEEP improvements that could be incorporated as the Bill made its way through the Oireachtas.
