Specific Details The subject matter was the upcoming ComReg multi-band spectrum auction, and how it should proceed.

Intended results Three Ireland was seeking to communicate its views on how the multi-band spectrum auction would proceed. Three commissioned economic consultants NERA to identify key issues that should be addressed by ComReg in the auction and issue recommendations. Three does not believe that the price for spectrum should be inflated above market value. The rules on packaging and caps should be as simple as possible to achieve an efficient outcome. Three Ireland believes that the 2100MHz band should not form part of this upcoming auction and should be part of a separate allocation. Three also believes that ComReg should move the auction format away from Combinatorial Clock Auction format to a simpler format.
