Specific Details The Land Use Zoning Process in Ireland; Judicial Review Process; and Specific development sites in Wicklow

Intended results To highlight the historic constraints of the Land Use Zoning Process, and discuss areas for improvement in the process. Highlighting key Residential Zoned Lands in Wicklow Dorans Pit & Fassaroe Land that due to historic & current quarrying activities will likely not be developed in the lifetime of the current CDP/LAP but have maintained priority in zoning. Without significant remediation, Government initiatives, etc. these lands are not currently economically viable for residential development. To put forward suggestions to the Judicial Review Process in Ireland in an effort to prevent frivolous and vexatious applications that have no merit and speed up the process for decisions. Main aim is to deliver much needed housing. To discuss two Wicklow development sites for which one we recently submitted a planning application at Riverside Works, Bray and the second in Burgage Manor, Blessington for which we submitted planning application in 2022, ABP granted planning in 2024 but construction costs are now too high to build what was designed and granted; as such we we have now chosen to submit a revised application for higher density. The delays in the planning process have resulted in this decision to re-submit.
