Specific Details Review of the Renewable Energy Directive and review of the EU Emissions Trading System Directive

Intended results Raise awareness of the implications of proposed amendments to remove the biomass categorisation for the “biodegradable fraction of waste”, under proposals to review the Renewable Energy Directive Request for meeting to discuss the merits of awaiting the results of an impact assessment on including municipal waste incinerators in the EU ETS. Important to understand the effect of including municipal waste incinerators in the EU ETS on landfilling of waste, waste exports and implementation of the waste hierarchy

Meeting (1)

Impact of the proposal to include waste to energy only and not landfill in the ETS on waste management in general and implementation of the waste hierarchy and the importance of awaiting the outcome of an impact assessment of this proposal was discussed. The importance of the recognition of the “biodegradable fraction of waste” as ‘biomass’ and WtE waste heat as ‘heat’ under Renewable Energy Directive and Energy Efficiency Directive to the development of renewable energy and decarbonisation within the WtE sector was also discussed.
