Intended results To highlight shortcomings and to suggest amendments so that the Bill does not impose a levy on 1). any recycling activity, 2). the biological treatment of source segregated organic waste, 3). waste recovery in instances where it is the best practicable environmental option, and 4). so that it does not make disposal of waste a more attractive option than sending waste for recovery.
