Emails highlighting difficulties for small businesses in participating in public procurement bids on equal terms with larger firms due to deadlines, documentation and insurance and turnover thresholds requirements that are arguably more onerous than necessary and injurious to small firms' chances of submitting high quality bids for public procurement.
