Submission to Oireachtas Public Accounts Committee regarding issues highlighted by the Comptroller & Auditor General in its examination of the Nursing Home Support Scheme published August 2020
Intended results
To inform the Committee of fundamental issues highlighted by the Comptroller and Auditor General regarding how the Fair Deal scheme is operating. The examination highlights the gross disparity in the funding of nursing home care under Fair Deal and there is no model applied by the NTPF during the negotiation process and staff are reliant on "on the job training" for undertaking a negotiation process that entails assessing fees payable for the provision of specialised care
Remind the Committee the Review of the Fair Deal pricing mechanism remains unpublished three years after its deadline for completion. Furthremore, the Department of Health Value for Money Review assessing expenditure within HSE nursing homes under Fair Deal also remains unpublished three years after it commenced
To present, as per C & AG report, expenditure for HSE nursing homes under the Fair Deal scheme is far removed from the reality of actual spend within such homes, with the C & AG stating the reality of spend for year 2018 was €590 million as opposed to €320m expenditure declared within Fair Deal budget
To bring greater accountability to HSE expenditure under Fair Deal and outside of the scheme for nursing home care within its nursing homes
To highlight to the Committee the NTPF is not fit for purpose. As highlighted by the C & AG, the funding model it is implementing is not aligned with the complexity of residents and their evolving care needs. The examination is damning and indicative of an establishment that pays scant regard to be transparent in how it adjudicates fee for the provision of nursing home care.
