Intended results
Amendments to FEMPI legislation to allow immediate awarding of consultant status to public health specialists in line with the recommendations of Crowe Horwath Report 2018 and endorsed by both the Scally Report 2018, and the Report of the Covid 19 Nursing Homes Expert Panel 2020.
Reversal of the unilateral pay cut of 30% imposed on consultants since 2012 which has resulted in a two-tier pay system for hospital consultants
Increase in the number consultant posts across the system to support the implementation of our national clinical programmes and models of care;
Investment in capacity and supports for general practice both for established practices to enable the recruitment of additional GPs, practice nurses and other support staff as well as specific supports for newly establishing practices to allow these practices become financially viable and open to patients;
Increase in the number of Basic and Higher Specialist training posts to meet demand with the number of posts frontloaded in year one and modernise training of doctors in line with the recommendations made in the report of the Strategic Review of Medical Training and Career Structures
that all SpRs who have finished training, or who will finish their training during the pandemic should be offered a temporary consultant locum post.
a multi-annual programme of investment in 5,000 additional public acute bed capacity including investment in stand-alone public hospitals for elective care and a doubling of critical care capacity to 550 critical care beds
10. Appropriately resource diagnostic, radiology and laboratory departments to allow timely access to investigations and results of same for both hospital doctors and GPs in the community
