Property Rights / Cap on Market Value of Land
Intended results
To demonstrate that IFA is completely opposed to an infringement on property rights and capping of the market value of land in the new Programme for Government.
IFA fully understands the need for increased house building. However, in our view the potential conflict with all property owners, including farmers, based on the proposals in media reports, can be avoided by focusing on developing the sizeable quantities of public lands, which are already available for development.
In addition, there are also significant amounts of brownfield sites in urban areas, which have not been developed. For example, the Housing Land Map, which was published in early 2017, identified over 700 local authority and Housing Agency sites, totalling 1700ha, as well as 30 sites (200ha) owned by State or Semi-State Bodies, which have the potential to deliver new housing.
The immediate development of housing on land in State ownership would begin to address the supply deficit and assist in providing affordable housing. This would also negate proposals regarding the use/amendment of compulsory land acquisition powers on private citizens.
Any proposal to pay private citizens who may be affected by a CPO below market value for their property will be strongly opposed by IFA.
