EU Commission Delegated Regulation - supplementing Regulation (EU) 2016/429
Intended results
Rejection of Regulation (EU) 2016/429 of the European Parliament and the Council laying down rules for surveillance, eradication programmes and disease prevention freedom for certain listed and emerging diseases.
The Delegated Regulation is a vital piece of legislation in supporting farmers throughout the EU to attain the highest animal health standards for certain listed and emerging diseases. In this regard, the Delegated Regulation must be based on solid scientific evidence and the rules must be practical and economically feasible to implement at farm level and avoid market distortion.
The current draft of this Delegated Regulation fails to meet these criteria in key areas for Irish farmers.
The proposals for BVD Eradication programmes must be compatible and consistent with the programme in Ireland and ensure Irish farmers can avail of the benefits of the enormous investments made in the Irish programme since 2013. Attached is the IFA's Submission to the public consultation on this issue.
The costs associated with a pre/post-movement test requirement renders the live trade for the vast majority of these farmers unviable removing vital competition from the market. Most of these farmers sell less than 5 animals, a pre-movement test imposes an additional cost of approximately €100 to the sale. For these low-income farmers this is economically unviable.
