It is our very strong belief that cash payments for metal are driving the issue of metal theft, through the provision of untraceable payments for stolen goods. This is leading to a loss of revenue to the exchequer, demands on Garda time and an increase in rural crime.
We would like to see a change to the Waste Management (Facility Permit and Registration) (Amendment) Regulations 2014, SI No 320 of 2014.
While the existing regulations impose an obligation on businesses engaged in the purchase of scrap metal to apply due diligence measures to ensure the traceability of any waste purchased, the system is not functioning to prevent the sale of stolen scrap.
