Letter to Minister Leo Vradkar from GOAL CEO Barry Andrews referencing an earlier letter to Michael Gaffney, director General of Irish Aid focused on lobbying around the deployment of health and military personnel in emergency response situations and coordination between DFA and NGOs in such circumstances based on lessons learned in Ebola Response.
