Specific Details IPSA made a budget submission on behalf of its members to the Minister for Finance requesting various changes relevant to legislation as it relates to share ownership and in particular KEEP, share buy backs, the removal of the possibility of options being taxed at the date of grant, revision of the current loan interest rate and also requesting changes to the SAYE and APSS frameworks and the introduction of a framework for EOTs.

Intended results Key Employee Engagement Programme (KEEP) - enhancements needed to make the scheme viable for SMEs. Changes to the APSS and SAYE schemes ought to be introduced. A framework within the tax legislation for EOTs is recommended. Changes to share buy back regimes for private companies are recommended. Changes to tax legislation are recommended to remove the possibility of tax on the grant of certain options.
