Specific Details Letter sent to the Mr Thomas Byrne, Minister of State for European Affairs. The letter sought that the Minister’s Office should take a more active role in the decision making process under civil service circular 33/1991 to ensure that Irish civil servants are able to take up EU opportunities under 33/1991.

Intended results To have the manner in which civil service circular 33/I991 is managed changed to ensure greater oversight by the Minister’s Office and therefore to allow greater alignment between the government’s ‘Career for EU’ policy and decisions relating to the secondment of civil servants to the EU.
