Letter All Oireachtas Members The Pre-Budget submission said while Budget 2021 was coming at a time of financial uncertainty, it emphasised the need to fund quality humanitarian and development programmes through ODA. It said ODA is a vital lifeline for some of the most vulnerable communities across the world, and enabling people to meet their basic needs and move out of poverty.
