Proposal for a Universal Social Welfare Pension. Social Justice Ireland has just produced a detailed study which proposes the introduction of a universal pension, provided as a right to every Irish citizen and resident over the eligible age, to replace all other Social Welfare Pension payments to individuals over the State Pension Age. Intended results
Government to implement a Universal Social Welfare Pension. This would provide would provide older residents, regardless of means or social insurance record, with a guaranteed income during old age as protection from poverty; • achieve universal coverage • provide a secure framework to plan for retirement; • ensure the long-term sustainability of the state pension system.

Information re a detailed costed proposal by Social Justice Ireland for a Universal Pension, provided as a right to every Irish citizen and resident over the eligible age, to replace all other Social Welfare Pension payments to individuals over the State Pension Age. The
proposal would achieve 5 key objectives:
• provide older residents, regardless of means
or social insurance record, with a guaranteed income
during old age as protection from poverty;
• achieve universal coverage, providing
older people who do not receive any support through the
State Pension system with a pension;
• provide a secure and certain framework around
which individuals can plan for retirement;
• over time distribute income from the wealthiest
in society to the poorest, creating a more egalitarian
society;
• ensure the long-term sustainability of the state
