Specific Details [Sep-Dec 2017] Seeking investment in Dublin's infrastructure and enactment of Dublin Chamber's recommendations for the next Capital Investment Plan

Intended results Adoption by Government of a 20 year time frame in the next capital plan, and coordination of investment with the NPF. An increase in Government spending on infrastructure to the EU average. Removal of the self-imposed limit of 10% of capital spending for the use of public private partnerships. Greater use of public private partnerships. Securing of additional EIB funding for capital investment. Publication of more information relating to capital expenditure, including a regional breakdown of capital investment per head, a ranking of all infrastructure projects by their cost-benefit ratio, and the cost-benefit analyses of previous projects. Targeting of capital investment in urban areas, prioritising the following projects: Metro North, DART Underground, security of water and energy supply, improved urban public transport, and other urban projects. Clarification of the implications for capital spending arising from the decision to keep Irish Water on the Balance Sheet. Review of the EU Fiscal Rules to seek a deviation from the adjustment path.
