Intended results Provide the Department of Finance and other relevant stakeholders with PJ Carroll's input in advance of Budget 2018. Call on Government to introduce a predictable tobacco excise plan based on objective economic indicators, that would minimize shocks to the legitimate market. Highlight how holding the current irregular and unpredictable excise policy is proving not to be the solution to achieve Government’s objectives in terms of revenues and public health. Highlight how an unpredictable excise policy can neutralize the Government efforts in tackling the illicit trade by pushing even more consumers into the black market. Tobacco smuggling is a criminal activity that requires increased sanctions and resources by Revenue. Demand an increase in the cooperation with industry on regulatory, fiscal and other policy issues. Industry should be considered as a source of expertise and technical knowledge and regularly consulted by the Government to ensure effective policy-making and timely implementation of legislation.
