Intended results The intention was to encourage the Minister of Agriculture to consider the introduction of an income deferral scheme for dairy farmers to combat income volatility. The intention was to persuade the Minister of Agriculture to amend the Rural Development Programme in order to facilitate the introduction of EIB backed loans for farmers and the agri-food sector.
