Specific Details National Greenway policy and its implementation on private farmland, including CPO and voluntary acquisition, public-land-first route selection, the Strategy and Code of Best Practice review, landowner consultation, farm severance and safety, insurance and indemnity, accommodation works, and project experience in West Clare and Cork–Kinsale.

Intended results To secure a public-land-first approach; genuine voluntary agreement for private land; no CPO for recreational Greenways; avoidance of farm severance; whole-farm, safety and economic assessment; early meaningful landowner engagement; and appropriate DAFM involvement where productive farmland is affected. To secure recognition and meaningful participation of directly affected landowners and NGAA in the Strategy/Code review, and to ensure the review addresses CPO, landowner engagement, farm impacts, severance, safety, insurance, liability, accommodation works and practical implementation. To secure intervention so the West Clare project complies with the Code; genuine voluntary acquisition is exhausted before CPO; disputed maps, land-take, accommodation works, access, fencing and farm impacts are addressed; and the process is not presented as voluntary while landowners face compulsory acquisition. To secure a clear national policy and adequate State, local-authority or TII indemnity so private landowners are not left personally or commercially exposed to uninsured liability arising from the construction, presence, operation or public use of Greenways through or adjoining their property. To secure appropriate TII oversight and ensure route development properly addresses affected landowners, working-farm safety, property-specific impacts and the practical deliverability of the Emerging Preferred Route Corridor before further project progression.
