Sectoral Emissions Ceiling for Agriculture
Intended results
To seek a response to a letter sent to the Minister for Environment Eamon Ryan in June 2022 regarding Sectoral Emissions Ceiling for Agriculture.
To express disappointment that the Minister for the Environment has not replied to the letter sent on June 2022 stating concern that the Government is striving to achieve compliance with the proposed sectoral emissions ceiling range for Agriculture of between 16 and 18 MtCO2eq by 2030, without having followed the necessary statutory requirements based on accurate, up to date information and without having fully consulted with key agricultural stakeholders.
To highlight that it is incumbent on Government to fully inform agricultural stakeholders on the issue being taken into account in the statutory process required to be followed to arrive at a determination of a final emissions ceiling.
To request any analysis that was completed, by or on behalf of the Government, to assess the potential impact of any proposed sectoral emissions ceiling on the agricultural economy, or the social well-being of farm families or rural Ireland.
To request immediate clarity on what 'distinct characteristics' of biogenic methane, for the purpose of the Climate Act, are being considered and consideration has been given to these characteristics.
To request any analysis, assumptions or data the Government has used to assess the potential of carbon leakage arising from the proposed emissions ceiling and any other policy arising from the Climate Act.
To highlight how a sectoral emission ceiling for Agriculture is likely to impact on food production in Ireland. Given the concerns expressed by multiple agencies, included the United Nations (UN) in relation to global food security , what assessment has the Government completed on the impact on food production arising from the imposition of a sectoral emissions ceiling across the range set out.
