Specific Details Discussed the challenges of doing business in Ireland, particularly in the (re)insurance / captive sector due to the stance of the Central Bank of Ireland (CBI) and more onerous regulatory environment compared with other jurisdictions.

Intended results There is a need to find some way to reverse the view and fact that international businesses find Ireland a difficult place to operate, especially in the (re)insurance/captive sector as this is clearly not in keeping with the government ambition for international financial services. There is a need to have a more explicit communications strategy to improve Ireland’s image and align CBI’s operations with public policy objectives, including the “Ireland for Finance Plan”. Unified efforts are needed from the government, industry, and the regulator to promote Ireland as a center of excellence for international financial services and risk capital. As envisaged in the government’s explicit strategy must come from the government, industry and regulator working in a unified and appropriately coherent and consistent way.
